The so-called "taxa das blusinhas", the 20% federal tax on small purchases introduced earlier, is what the May measure removed. For buyers, the headline is good news for small parcels, but ICMS remains and the exact treatment depends on how a parcel enters Brazil.

Federal import tax on international purchases up to US$50 was set to 0% by a provisional measure published on 13 May 2026, according to Brazil's Senate news service and the government. Congress approved the measure in early September 2026. State tax, ICMS, still applies, so small parcels are not tax-free overall. How a parcel is taxed also depends on the platform and route.
What changed for purchases above US$50?
According to a report by the distributors' association ABAD on 3 September 2026, the version approved by Congress cuts the import tax on remittances between US$50 and US$3,000 from 60% to 30%. At that point the bill was going to presidential signature, so check whether it has been signed and is in force before relying on the lower rate for a large order.
